The Government of Ukraine does not fully meet the minimum standards for the elimination of trafficking but is making significant efforts to do so. The government demonstrated overall increasing efforts compared with the previous reporting period; therefore Ukraine remained on Tier 2.

Ukraine has been a source, transit, and destination country for human trafficking since the early 1990s. Men, women, and children are trafficked for the purposes of forced labor and begging and sexual and other forms of exploitation.

The crisis in Ukraine seemingly provided a high number of risk factors for a human trafficking crisis: pre-existing trafficking networks, massive population displacement, and large numbers of women and children travelling on their own.

La Strada International is a European NGO Platform against human trafficking, that works from a human rights perspective in support of trafficked persons. The platform aims to prevent human trafficking and to protect and realise trafficked persons' rights.
